The Willie Stargell Avenue Complete Street project will construct safety (and possibly transit) improvements between Main St and Mariner Square Loop, by improving school crossings, slowing traffic, improving the safety of major intersections, greening the street and possibly adding new bus stops for a bus line that may be re-routed to Stargell Ave.

Initial project concept designs, which can be viewed here(PDF, 4MB), include:

  • Construction of separate walking and bicycling paths in the un-used, city-owned, right of way to the north of Stargell Ave
  • Traffic calming features to slow speeding traffic along Stargell Ave

  • Safety improvements at school crossings at Mosely Ave and Coral Sea St

  • Upgrades at the offset Stargell/5th St intersection  

  • Eastbound separated bike lanes from Mariner Square Loop to 5th St

  • A seamless connection to the existing pathway at Bette St

The project may also include:

  • New bus stops to serve a possible re-routed bus Line 20, pending AC Transit's decisions as part of their system-wide Realign planning effort. A decision is expected in October 2024.
  • Roundabouts at 5th St & Stargell and at Mariner Square Loop & Stargell, to improve safety for all roadways users and reduce conflicts.
    • Why roundabouts? They reduce the types of crashes where people are seriously hurt or killed by up to 78 percent when compared to signalized intersections. Roundabouts result in lower vehicle speeds around the roundabout. Crashes that occur will be less severe because of this reduced speed and the more “sideswipe” nature of crashes. Pedestrians are generally safer at roundabouts, and are faced with simpler decisions at a time. Find much more info on the City's Transportation web page, under "Planning Efforts."

Funding:

The City applied for grant funding for the active transportation project in 2016 unsuccessfully, to two different grant funding sources. In 2020, the City initiated the process of applying for state funds, but that was put on hold. In 2022, the City applied to the state and regional Active Transportation Program Cycle 6 grant program, but was unsuccessful. In 2024, the City again applied for Active Transportation Program funding, in Cycle 7. Funds are currently being sought for the roundabouts and for the new bus stops.

Community Workshop on safety, bicycling and pedestrian improvements needed on the corridor

City is still seeking funding for this project. Schedule will be determined once the City has funding to complete the project.

2016: Applied for project funding in TIGER grant. Unsuccessful.

2020: Considered applying for Active Transportation Program (ATP) Cycle 5 funding, developed concept plan and began outreach. Determined not to apply, given lack of matching funds and grant funding priorities.

April 2022: Council accepted 2022 Grant Priorities list, which included Stargell project, as part of the Annual Transportation Report.

June 2022: City applied for state and regional ATP Cycle 6 grant funding, but was unsuccessful.

June 2024: City applied for state and regional ATP Cycle 7 grant funding, at the encouragement of grant fundors. City considering roundabouts at 5th & Stargell and Mariner Square Loop & Stargell. AC Transit considering re-routing Line 20 to run along Stargell Ave, as part of Realign planning effort.
