Alameda Prosecution and Public Rights Unit Releases Annual Report

The Prosecution and Public Rights Unit (the Unit) of the Alameda City Attorney’s Office represents the People of the State of California in misdemeanor criminal matters, enforces fair housing and consumer protection laws, and provides community education.

In its 2023 Annual Report(PDF, 4MB), the Unit reported that over the year, the Unit responded to more than 800 public inquiries regarding housing, consumer, and wage protection laws, and took enforcement actions to protect tenants against wrongful evictions, disability discrimination, and tenant harassment. The Unit completed 101 cases, including one in which the Unit secured a $70,000 settlement for a tenant family that had been subjected to significant harassment by their landlord.

The Prosecution team reviewed over 700 criminal cases (a more than 300% increase from 2020), mostly referred by the Alameda Police Department (APD), ranging from sexual battery, assault and battery, DUI, grand theft, vandalism, commercial burglary, and gun/weapons charges. In June, the Unit formally commenced the handling of domestic violence, elder abuse, and child abuse cases within the City of Alameda, which now make up more than 10% of the Unit’s active caseload.

The Unit resolved 333 cases over the year (up 482% from 2020), with an 83.5% successful outcomes rate – ranging from convictions yielding jail sentences to dismissals earned through successful completion of negotiated diversionary terms. In 2023, the City’s first-in-state mediation program completed its first full year of service, successfully mediating 25 cases.
