Alameda Rent Registry Now Open

Property owners/managers required to register rental properties by March 20, 2020

The City of Alameda’s Rent Program, www.AlamedaRentProgram.org, was established in 2016 when the City Council adopted a law to stabilize rents and limit grounds for termination of tenancies. Last year, the City Council adopted a new law that strengthened the Rent Program, including limiting rent increases for many rental properties to an Annual General Adjustment equal to 70% of the Consumer Price Index (CPI), or 2.8% this year, and requiring landlords to submit a registration statement annually for all rental properties. The City’s Rent Registry, https://registry.alamedarentprogram.org, provides an online platform for landlords to submit rental property information that meets these new requirements and helps the City ensure that rents being charged comply with the new law. The registration period is open until Friday, March 20, 2020.

The Registry requires landlords of certain units to provide the names of their tenants. This information is required because the Rent Program will inform tenants in units subject to rent control of the information that the landlord has provided to the Rent Program, such as the amount of rent being charged and the housing services provided to the tenant, and give tenants the opportunity to contest that information.

The City has received concerns from a few landlords that, for a variety of reasons, their tenants do not want them to provide their names on the Rent Registry. Rent Program staff is extremely conscientious about guarding the privacy of tenant information. Per State law, tenant information in the Rent Registry is considered “confidential” and is exempt from disclosure under the California Public Records Act.
