Howdy there partners! It's Wyatt ERP here to welcome ya'll to my Open Enrollment Corral! This year has been wilder than a bronco during a full moon but there ain't no sense in caterwauling. It's time to round up the cattle and get ready for a better year in 2021. To start ya'll thinking about what a great year it will be, let's get a wiggle on and get your benefits square, lickety split!

Open enrollment is here again, but like most of our lives, it too has undergone some alteration due to COVID-19; unlike previous years, we won't be able to have site visits or an in-person benefits fair. However, Human Resources has provided all the resources you would normally have available in person, here on this site. You can review benefit information including the Open Enrollment Benefit Matrix(PDF, 450KB), as well as download enrollment and change forms to submit via email to HR@alamedaca.gov. We have also provided a Benefit Guidebook(PDF, 4MB) and Virtual Benefits Fair with information on your benefits as well as resources to support your physical, mental and financial wellbeing. Even with the virtual changes, open enrollment really isn't all that different, if you are happy with your benefits as they are, you don't need to do anything and Open Enrollment is still your opportunity to: change your CalPERS health plan; enroll in a CalPERS health plan if you have previously waived coverage; waive health coverage if you have other coverage; enroll (or re-enroll) in a flexible spending account (FSA); enroll or cancel enrollment in the vision plan; review and add or delete dependents on your health, dental or vision plans; and review and make changes to your beneficiaries. Where to Get a Flu Shot

Flu shots are even more important this year than in previous years and the City encourages all our employees, who are able, to get a flu shot as soon as possible. You can get a flu shot by contacting your primary care provider or at many clinics by appointment; some locations offering flu shots in Alameda include:

Alameda Hospital Free Flu Vaccination Clinic - Saturday, October 24, 2020 - 9 AM - 12 PM Alameda Hospital is offering free flu vaccination while supplies last on October 24, 2020 from 9 AM to 12 PM on a first come first serve basis. Everyone is welcome. The flu clinic will take place in the Alameda Hospital Parking Lot located at 2070 Clinton Ave., Alameda, CA.

CVS Pharmacy Alameda stores located at 2314 Santa Clara Ave, 931 Marina Village Parkway and 2700 5th St. - are all offering flu shots. Schedule your flu shot at CVS by clicking HERE.

General Information

2021 CalPERS Health Premium Rates

Note that premiums for the 2021 plan year have increased, any premium amount above the City contribution is deducted twice per month and deduction for the 2021 plan year will begin with pay date 1/8/2021. Employees who pay a portion of their premium will have their share of the premium deducted from their final paycheck at time of separation.

Flexible Spending Account (Medical & Dependent Care)

Your Medical FSA lets you set aside money from your paycheck on a pre-tax basis to use for eligible out-of-pocket expenses. You can spend your FSA contributions on the eligible general-purpose health expenses such as: copays and coinsurance from your health plans for you and your eligible dependents, over-the-counter medications including feminine products, diabetic supplies, braces, dental implants or other major dental services; and eyeglasses or contact lenses. Elected amount is available on the 1^st day of the plan year (January 1^st)

Your Dependent Care FSA lets you save money on day care expenses for children up to age 13 or a disabled spouse or dependent of any age who are incapable of self-care. Eligible expenses include: After-school Care or Extended Day Programs, Licensed babysitting and childcare providers, summer or sports camps (overnight or sleepaway not eligible), disabled dependent care expenses, elder care. Reimbursements cannot exceed the election amounts deposited into the account to date (money in, money out).

457 Deferred Compensation Information & Resources

The City offers employees three voluntary Deferred Compensation. The plans are administered by ICMA, Nationwide, and VOYA (CalPERS) in accordance with Section 457 of the Internal Revenue Code.

The Deferred Compensation Plan is a supplemental retirement plan option in addition to your CalPERS pension plan. Participants of the program select a plan and a designated monthly amount to deduct from their paychecks. While you may stop your deductions at any time, you may not have access to the funds until you have separated from City employment.

Enrollment or changing forms are available at the Human Resources Department or by clicking on the links below. Participation is handled through payroll deductions on a pre-tax basis. A voluntary pre-tax contribution will allow a participant to reduce their taxable income for the year and all associated earnings are not subject to tax until withdrawn.

2020 457(b) Contribution Limits

2020 Elective Contribution Limit	$19,500	This dollar amount is the maximum contribution that can be made to an eligible 457(b) plan by a participant. Note: contributions cannot exceed compensation nor the contribution limit.
2020 "Age 50" Catch-Up Contribution Limit	$6,000	This dollar amount applies to employees who are at least 50 years old or who will be 50 by the end of the calendar year and are eligible to contribute to a 457(b) plan. This is in addition to the Elective Contribution Limit listed above. The maximum contributed that can be made in the 2020 plan year using this prevision is $26,000.
2020 "Pre- Retirement" Catch-Up Contribution Limit	$19,500	This allows 457(b) plan participants to make additional contributions during the three years prior to, but no including the year in which they will reach normal retirement and is based upon the total amount of contributions that could have been made in prior years (with the same employer), but were not. This amount is in addition to the Elective Contribution Limit but cannot be combined with the "Age 50" catch up limit. The maximum contribution that can be made using this provision during the 2020 plan year is $39,000.

ERP Update: Wyatt ERP's Wild Ride Continues

The COVID-19 pandemic isn’t slowing us down. Phase 1 (Financials) and Phase 2 (Human Resources and Payroll) of implementation are still progressing as we approach some exciting milestones.

Phase 1 (Financials) has completed the configuration stage and will begin user acceptance testing (UAT) in the next month to test end-to-end processes. We still have progress to make on interfaces with third-party processes but all Tyler Munis processes including user security are ready for UAT. This will verify that the system is ready for day-to-day business processing, and brings us one step closer to end user training and a full transition to the new system.

We will be posting end-user training schedules with many classes in the next 2-3 weeks. Classes will be schedule for Nov/Dec 2020 and users will be provided multiple platforms (Zoom/handouts/recorded training) to complete the training.

Phase 2 (Human Resources and Payroll) got started just as we all began sheltering in place but that didn’t stop the dedicated staff in Human Resources and Payroll from staying on track and completing all current state/future state reviews and code building sessions. The next quarter will bring power user training for our core users and parallel testing. Staff are very excited to begin working on the employee self-service module that will improve self-service options to provide all employees mobile access to their pay information.

We are so appreciative of the entire Finance Department especially Ken Prevost, Patricia Zapata and Cris Dikitanan, as well as, the entire Human Resources Department, especially Nafisah Ali and Steve Woo for all their work during these unprecedented times to keep the ERP project moving forward.
