Request for Proposals: City Facilities Plan

The City of Alameda is seeking proposals from qualified consulting teams to evaluate options for future space planning, as well as siting and feasibility analysis associated with certain major facilities needed for City operations.

Background Information
Alameda is a charter city founded in 1854 and incorporated in 1872. The City of Alameda provides a full range of municipal services including public safety, public works, community development, and community services. The City also provides electric utility service through Alameda Municipal Power. The City covers approximately 10.6 square miles and includes Alameda Island, which is located south of Oakland across the Alameda Estuary and Bay Farm Island, a peninsula adjacent to Oakland International Airport. City services are provided by 506 full-time employees across 34 facilities. The City’s General Fund budget is approximately $124 million and its current two-year capital improvement program includes over $100 million in new investments in public Infrastructure; $11.5 million of that will be invested in City facilities.

That said, there are some major City facilities needed for operations that require more in-depth space planning, siting and feasibility analysis due to aging existing facilities, updated professional or seismic standards, growing demand for services, and encroaching residential uses. As a result, the City requires professional consultant services (Consultant Team) to assist the City in evaluating and planning for the future of certain major facilities, outlined below, with the potential for renovated, relocated and/or new constructed space (City Facilities Plan).

Optional Pre-proposal Conference: Wednesday, October 9, 2024 at 3:00 pm via zoom.

Deadline for Questions:  Monday, October 14, 2024 by 5:00 pm.
Proposal Due Date: Wednesday, October 23, 2024 by 5:00 pm.

Proposers are solely responsible for determining if any addenda have been issued. Addenda 
will be published on this same website.

Proposal Format and Submittal Requirements

Proposals must be submitted electronically in PDF format via email to pete.gonda@bakertilly.com with Comprehensive City Facilities Planning Study in the subject line. To be considered, proposals must be received by Wednesday, October 23, by 5:00 p.m. Late proposals will not be considered.

The City assumes no responsibility for delays caused by delivery service. Any Proposal received prior to the due date and time may be modified by written addendum or withdrawn by written request from the Proposer to the City up to the official time when all proposals are due.
